SLSU-UPDO Spearheads “Pagtambayayong”: A Collaborative Conversation on the FY 2026 Budget Partnership Agreement

Southern Leyte State University (SLSU) continues to strengthen its collaboration with stakeholders to align its institutional goals with national development priorities. On January 30, 2025, the University Planning and Development Office (UPDO) spearheaded a virtual consultation titled “Pagtambayayong: A Collaborative Conversation and the Forging of the Budget Partnership Agreement (BPA) with Stakeholders for FY 2026 Priority Capital Outlay Projects.” The event, conducted via Google Meet, underscored SLSU's commitment to inclusive and participatory budget planning.
SLSU successfully carried out the “Pagtambayayong”, an initiative designed to engage its stakeholders in a collaborative discussion about the University’s ongoing, expanded, and new projects. Derived from the Cebuano word for "partnership," "Pagtambayayong" served as a platform for students, alumni, faculty, non-teaching personnel, and other stakeholders to share their insights on the university's ongoing, and new programs, projects, and activities. This dialogue was crucial in refining the university's budget priorities, ensuring the effective allocation of resources in response to the needs of its stakeholders.
The consultation was conducted in anticipation of advisories from the Regional Development Council (RDC) VIII and the Department of Budget and Management (DBM)., such as the National Budget Call for Fiscal Year 2026 through National Budget Memorandum No. 153 dated December 27, 2024, SLSU emphasized the significance of meeting submission requirements, particularly BP Form D, which reports the inputs of Civil Society Organizations (CSOs) on ongoing and new spending projects and activities.
Discussions during the event revolved around key aspects such as project title with perspective, relevance, location, funding requirement, category, as well as their beneficiaries. The active participation of stakeholders ensured that SLSU’s initiatives remain responsive and aligned with national priorities while addressing the needs of its community.
A major highlight of the event was the formalization of the Budget Partnership Agreement (BPA), solidifying the collaboration between SLSU and its stakeholders. This agreement reaffirms a shared commitment to transparency, accountability, and the continuous enhancement of educational quality within the university.
Through "Pagtambayayong," SLSU fosters trust and engagement among its stakeholders, reinforcing a more inclusive approach to budget planning.
