SLSU Holds First Localized and Futurized Budgeting and Planning Forum: 3Ps
In preparation for the fiscal year (FY) 2026 budget, Southern Leyte State University, through the University Planning and Development Office (UPDO), held its first-ever localized and futurized budgeting and planning forum, Panlantaw, Panudlanan, ug Pag-uswag (3Ps), at Tomas Oppus Campus on October 11, 2024. The forum was attended by the Management Committee, comprising the University President, Vice-Presidents, and Campus Directors, along with Planning Officers, Budget Officers, Project Development Officers, Campus Engineers, and Campus Architects across all campuses.
The forum was conceptualized to prevent the recurrence of factors leading to the non-endorsement of the University’s capital outlay proposals in past fiscal years. It aimed to directly engage top management in vetting the capital outlay proposals, gather multi-dimensional input for polishing and refining the proposals, determine the agency ranking of the capital outlay proposals based on top management’s scoring anchored on objective metrics, scoring systems, and rubrics, package high-quality, development-oriented, implementation-ready capital outlay proposals, and foster a culture of collaboration and continuous improvement by leveraging the diverse perspectives of “creative geniuses” in crafting and packaging capital outlay proposals.
Four separate panel groups were created to focus on five criteria: responsiveness to development priorities, implementation readiness, budget utilization rate, support to functionality, and gender responsiveness. Each criterion had a corresponding weight. The consolidated scores/ratings provided by the panel served as the basis for ranking and determining the proposals to be endorsed to RDC VIII.
The forum is timely as NEDA has already issued a call for updating the Public Investment Program (PIP) 2023-2028 and the formulation of the Three-Year Rolling Infrastructure Program (TRIP) 2026-2028 as input to the FY 2026 budget preparation. The conduct of the forum also coincides with the 4th Eastern Visayas Regional Planning Forum held on October 8-11, 2024.
In the past five fiscal years, around 80% of the University’s funding sources came from the General Appropriations Act (GAA), making it essential to ensure the substance and quality of proposals to increase their chances of being endorsed and funded. This aligns with the SLSU’s preferred future of having a diversified, improved, and sustainable funding mechanism, ensuring financial self-sufficiency.
The forum aimed to contribute to the attainment of SDG 4: Quality Education, SDG 9: Industry, Innovation, and Infrastructure, SDG 7: Affordable and Clean Energy, SDG 11: Sustainable Cities and Communities, SDG 13: Climate Action, and SDG 17: Partnerships for the Goals
