SLSU Wins Three Awards at DBM ROVIII’s Full-Year 2024 APR Conference

Southern Leyte State University (SLSU) ranked 1st in the Best Agency Performance Review (APR) presentation, delivered through a modified TV broadcasting format, achieving an average score of 94.67% during the FY 2024 Full-Year APR Consultation cum FDU Meeting on February 25, 2025, at the DBM Conference Hall, Marasbaras, Tacloban City. The event was organized by the Department of Budget and Management Regional Office VIII (DBM ROVIII).
In addition to this recognition, SLSU received the People’s Choice Award after garnering the most votes in the online poll and being chosen by attendees as the agency that delivered the Most Outstanding APR Presentation. The university was also commended for its timely submission of Budget and Financial Accountability Reports (BFARs) for the 3rd Quarter of FY 2024, achieving a 100% submission rate for all twelve (12) required reports.
The award-winning presentation was made possible through the collaboration and co-creation of the production team from The Light, the Official Student Publication of SLSU - Tomas Oppus Campus, including James Ladres and Nesyl Kaye Tukib as anchors; Lovely Lili, Francheska Rellita, Ritz Jade Royeras, Eureka Ausa, and Orjiemar Cadogdog as field reporters; and Cristopher Zamora as video editor. The team worked under the guidance of Mr. Joseph Añavesa and Dr. Sybill Krizzia Ledesma, alongside Mr. Jose Daryl Q. Dulfo and Mr. Kier D. Iquina of the Public Affairs and Strategic Communication (PASCom); Ms. Reinelly Faith N. Gomba of the Quality Assurance Office; Dr. Christine Alma Mae M. Daguplo of the Finance Management Division; and members of the University Planning and Development Office, including Mr. Mark Isidore Fustanes, Engr. Edcel Clem N. Morales, Ms. Venus Mae S. Radores, Ms. Jona Mae C. Espere, and Mr. Leo A. Omamalin. The creative initiative was guided by Dr. Dewoowoogen P. Baclayon, Vice President for Administration and Finance, and Dr. Jude A. Duarte, University President.
The event involved 12 participating agencies, including 10 State Universities and Colleges (SUCs) in Eastern Visayas, CHEDRO VIII, and TESDA RO VIII.
The APR highlights the physical, financial, and income performance of SLSU for FY 2024, detailing the university's accomplishments across 14 performance indicators embedded in the FY 2024 General Appropriations Act (GAA). These indicators span four key programs: higher education, advanced education, research, and technical advisory extension. The report also showcases the university’s financial discipline and efficiency in utilizing public funds, as well as its efforts to diversify revenue sources and sustain operations.
SLSU demonstrated outstanding performance across all key metrics for FY 2024. Its financial efficiency was particularly notable, with an Obligations Budget Utilization Rate (BUR) of 99.25% and a Disbursements BUR of 99.52%—reflecting its commitment to the timely and effective implementation of Programs, Projects, and Activities (PPAs).
In terms of income performance, the university exceeded its annual revenue targets, achieving an Income Collection Rate of 100.29%. This highlights SLSU’s resourcefulness in diversifying revenue streams to support its fourfold mandates: instruction, research, extension, and production.
On the physical performance front, all programs surpassed their targets, with an average accomplishment rate of 133.95%. This remarkable achievement underscores SLSU’s dedication to fulfilling its GAA-embedded goals, significantly contributing to national development and global goals.
Southern Leyte State University’s performance in FY 2024 stands as a testament to its financial prudence, resourcefulness, and unwavering commitment to excellence—solidifying its role as a premier institution driving progress and innovation.
