SLSU-TO Holds PAGLUPAD 2026 to Assess Mid-Year Performance and Align Strategic Priorities
Southern Leyte State University–Tomas Oppus (SLSU-TO) successfully conducts PAGLUPAD 2026: Mid-Year Performance Review and Strategic Alignment Conference on July 21, 2026, at the Conference Hall of the Administration Building. The conference brings together administrators, faculty members, staff, and student leaders for a collaborative review of the campus's accomplishments during the first half of Fiscal Year 2026 and to strengthen strategic directions for the remainder of the year and beyond.
Dr. Clemente H. Cobilla, Campus Director, formally welcomes the attendees. Ms. Judy O. Paz, Head of the Planning and Development Office, delivers the statement of purpose, emphasizing the significance of performance evaluation and strategic planning in advancing the university's institutional goals.
The morning session centers on the Mid-Year Accomplishment Report, where heads of various functional areas present highlights of their achievements. Reports cover key sectors, including Advanced and Higher Education, Research, Innovation, Publication and Extension, Student Engagement and Support, Administration and Finance, Security and Safety Services, Academe-Industry and Alumni Relations, Quality Assurance, Special Program Concerns, PASCOM, CISA, and updates from student organizations. The Planning and Development Office also presents the campus's FY 2026 mid-year accomplishments in relation to General Appropriations Act (GAA) targets and other key performance indicators aligned with the University's Outcome Planning Office framework.
Following the presentations, participants engage in breakout sessions focused on analyzing performance gaps, identifying strategic interventions, and formulating priority actions for the remaining months of 2026 and Fiscal Year 2027. Representatives from each functional area and student organization collaborate to develop actionable plans aimed at enhancing institutional performance and ensuring the attainment of strategic objectives. The conference concludes with the presentation of each group's performance gap analysis, proposed strategic interventions, and priority action plans.
Through PAGLUPAD 2026, SLSU-TO reaffirms its commitment to a culture of accountability, continuous improvement, and strategic alignment, ensuring that every functional area remains responsive to institutional priorities and dedicated to delivering quality education and public service.
The conference particularly supports SDG 4 (Quality Education), SDG 9 (Industry, Innovation and Infrastructure), SDG 16 (Peace, Justice, and Strong Institutions), and SDG 17 (Partnerships for the Goals) by promoting evidence-based planning, transparent governance, continuous quality improvement, and collaborative action toward sustainable development.
