SLSU and VSU Formalize TechTalk Program Partnership through MOA Signing Ceremony
Southern Leyte State University (SLSU) and Visayas State University (VSU) strengthened their partnership through the TechTalk Program, together with VSU DYDC-FM and Radyo Pilipinas Sogod. The partnership was made official through a Memorandum of Agreement. It aims to share technology-based knowledge, promote public learning, and reach more people through radio and digital platforms.
The signing ceremony was held at the RIPE Training Hall on April 14, 2026. It gathered university officials, media partners, and guests who support the goal of making research, innovation, and helpful information easier for communities to access.
The program started with the National Anthem and Prayer, followed by the Welcome Remarks of Dr. Francis Ann R. Sy, Vice President for Research, Innovation, and Extension Services of SLSU. After this, Ms. Ria A. Micate, Acting Broadcast Production Supervisor of Radyo Pilipinas Sogod, presented the Overview of the Partnership and explained the purpose of the TechTalk collaboration. The event was also joined by Mr. Dindo Silvestre E. Alaras, Station Manager of Radyo Pilipinas Sogod, and Dr. Christina A. Gabrillo, Station Manager of VSU DYDC-FM and TechTalk Program Director. The main part of the event was the MOA Signing, followed by a Photo Opportunity and the Closing Message of Engr. Khorina O. Aguilar, Director for Research and Innovation of SLSU.

One of the main highlights of the MOA is the shared commitment of the partner institutions to work together in making expert knowledge more accessible to the public. Under the agreement, the partners will support the TechTalk Program by providing technical experts, preparing content, planning topics, and helping in the broadcast of the program through radio and online platforms.
The agreement also highlights the roles of each institution. VSU, through DYDC-FM, will help provide experts, assist in training activities, support script preparation, and coordinate program topics and guests. Radyo Pilipinas Sogod will help handle the broadcast operations, support script preparation, monitor the program, and give feedback for improvement. SLSU will provide experts, suggest technology-focused topics, help prepare content, coordinate schedules, and promote the program through its official communication channels.


Another important highlight of the MOA is that the partnership will last for two years, unless it is ended earlier or extended through written agreement. The MOA also includes provisions on data privacy, dispute resolution, and intellectual property rights. It also states that outputs developed under the partnership will be co-owned by VSU, SLSU, and Radyo Pilipinas Sogod.

Through this partnership, SLSU, VSU, DYDC-FM, and Radyo Pilipinas Sogod showed their shared commitment to work together in sharing knowledge, promoting innovation, and serving the community through meaningful and informative programs.
