Southern Leyte State University Ranks 3rd in Best APR Presentation, Earns Perfect BFAR Compliance Recognition
Southern Leyte State University (SLSU) achieved another milestone in institutional performance and financial accountability after ranking 3rd place among twelve participating agencies during the Fiscal Year 2025 Annual Agency Performance Review (APR) Conference held on March 3, 2026 at D Pavilion, San Jose, Tacloban City. The event was organized by the Department of Budget and Management (DBM) Regional Office No. VIII and gathered the ten (10) State Universities and Colleges (SUCs) in Eastern Visayas, together with the Commission on Higher Education Regional Office VIII and the Technical Education and Skills Development Authority (TESDA) Regional Office VIII. SLSU garnered an impressive average score of 95.00% in the Best APR Presentation category, highlighting the university’s excellence in presenting its fiscal and program performance.
In addition to this achievement, SLSU also received another commendation for its complete and timely compliance in the submission of Budget and Financial Accountability Reports (BFARs) for the Second Semester of Fiscal Year 2025. The university achieved a 100% timely submission rate for all twenty-five (25) required reports, covering Financial Accountability Reports (FARs) Nos. 1–6 and Budget Accountability Report (BAR) No. 1, further demonstrating its strong commitment to fiscal responsibility, transparency, and sound public financial management.
SLSU’s agency performance during the conference was delivered through a documentary-style presentation with magazine-format segments titled “SLSU: Serbisyong Lig-on, Storya Ungkaton.” The creative presentation highlighted real-life success stories that illustrated the impact of the university’s programs across its fourfold mandates of instruction, research, extension, and production. For the financial performance segment, the documentary featured the inspiring story of Ms. Lynlyn Masumay, a proud member of the Mamanwa tribe and a beneficiary of the Free Higher Education Program at SLSU – San Juan Campus. She became the first alumna from the Mamanwa tribe to earn a college degree at SLSU after graduating with a Bachelor of Science in Office Administration, and she now serves the university as a staff member of the General Services Office at SLSU – San Juan Campus, exemplifying the transformative power of accessible education.
For the income performance segment, the presentation showcased the fish processing industry development initiative at SLSU – Bontoc Campus, highlighting how the university contributes to local economic development and community livelihood enhancement. Under the Higher Education Program, the documentary featured the success stories of topnotchers in the September 2025 Licensure Examination for Teachers (LET) from SLSU – Tomas Oppus Campus and other campuses, reflecting the university’s continued excellence in teacher education. The Advanced Education Program segment highlighted the story of Dr. Marie Khul C. Langub, a graduate alumna of SLSU – Tomas Oppus Campus, who now serves as the Vice-President for Student Engagement and Support Services (VPSESS) of the university, demonstrating SLSU’s role in shaping future academic leaders.
The Research Program segment highlighted the work of Dr. Ian A. Navarrete, Campus Director of SLSU – Hinunangan Campus, whose award-winning research on microplastic pollution in Leyte rivers earned the Best Paper Award during the 36th Joint ViCARP and AFRREDN Regional RDE Symposium. His study revealed alarming levels of plastic contamination in local waterways and significantly contributes to the advancement of the Sustainable Development Goals on Life Below Water and Life on Land. Meanwhile, under the Technical Advisory Extension Program, the presentation featured two impactful initiatives implemented by SLSU – Sogod Campus. The first was the GIFT Program (Generous Initiatives, Fostering Transformation), an inclusive extension initiative that delivers knowledge-based community empowerment programs. The second was Project HOPE — Harnessing Opportunities for PDL Empowerment, which reached the BJMP Sogod District Jail and trained Persons Deprived of Liberty (PDLs) in soap chemistry, dishwashing liquid production, and basic entrepreneurship, equipping them with practical skills to support their reintegration into society.
The APR presentation highlighted the physical, financial, and income performance of SLSU for Fiscal Year 2025, detailing the university’s accomplishments across fourteen (14) performance indicators embedded in the FY 2025 General Appropriations Act (GAA) under the programs on higher education, advanced education, research, and technical advisory extension. The university demonstrated strong financial efficiency, achieving an Obligations Budget Utilization Rate (BUR) of 99.1% and a Disbursements BUR of 98.8%, reflecting its commitment to the effective and timely implementation of its Programs, Projects, and Activities (PPAs). In terms of income generation, SLSU significantly surpassed its annual revenue targets with an Income Collection Rate of 207.61%, highlighting the university’s resourcefulness in diversifying revenue streams to support its academic and operational mandates. Meanwhile, the university exceeded its physical targets across all programs, achieving an average accomplishment rate of 110.51%, demonstrating its strong commitment to delivering impactful programs that contribute to both national development priorities and global sustainability goals.
The successful documentary-style presentation was made possible through the collaborative efforts of students, faculty members, and university personnel who served as the creative and production team for the Fiscal Year 2025 APR presentation. The team included Mr. James Ladres, Ms. Nesyl Kaye Tukib, Ms. Ritz Jade Royeras, Mr. Orjiemar Cadugdug, Mr. Christopher Zamora, Ms. Francheska Rellita, Mr. Niño Francis R. Bicol, Mr. Jomyll Deloy, and Mr. Kier Torino, all students from SLSU – Tomas Oppus Campus, under the guidance of Mr. Raniel G. Aninapon, Faculty Adviser, Dr. Clemente H. Cobilla, Tomas Oppus Campus Director, and Ms. Judy O. Paz, Planning Officer. Supporting the production were Mr. Mark Isidore Fustanes, Administrative Aide VI; Engr. Edcel Clem N. Morales, Planning Officer I; Ms. Venus Mae S. Radores, Planning Officer II; Ms. Jona Mae C. Espere, Planning Officer III; Mr. Jose Daryl Q. Dulfo, Information Officer; Mr. Robil Ariel F. Sumaya, Budget Officer III; and Mr. Leo A. Omamalin, University Planning and Development Director. The presentation was undertaken with the support and guidance of Dr. Jude A. Duarte, University President, and Dr. Christine Alma Mae M. Dagupulo, Vice-President for Administration and Finance, together with the other members of the Management Committee (ManCom).
