SLSU Bags Triple Honors at DBM’s 2025 Mid-Year Performance Dialogue

TACLOBAN CITY – In a resounding testament to its unwavering commitment to fiscal excellence, transparency, and operational efficiency, Southern Leyte State University (SLSU) was honored with three major awards during the Fiscal Year 2025 Mid-Year Performance Dialogue for State Universities and Colleges (SUCs), the Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA) on September 12, 2025.
The prestigious event, held at the DBM Conference Hall of the DBM Regional Office VIII, gathered financial and administrative leaders from across the region to assess performance, align strategies, and recognize outstanding institutions. SLSU stood out prominently, receiving accolades in three critical areas of public financial management.
The awards conferred to SLSU are:
1. Top Disbursements Budget Utilization Rate (BUR) Performer SLSU was ranked1st among all SUCs in Region VIII for its exemplary Disbursements Budget Utilization Rate of 99.52% in Fiscal Year 2024. This award highlights the university's exceptional ability to efficiently and effectively utilize its allocated budget, ensuring that public funds are translated into tangible projects, services, and benefits for students, faculty, and the community without unnecessary delay or underspending.
2. Reportorial Compliance Award The university received this award for its impeccable and timely submission of all Budget and Financial Accountability Reports(BFARs) for the 1st and 2nd Quarters of Fiscal Year 2025. SLSU achieved a 100% compliance rate by submitting all twenty-four (24) required reports completely and on schedule. This recognition underscores the university's dedication to transparency, accountability, and strict adherence to national government reporting standards.
3. Income Collection Award In a remarkable feat of financial management,SLSU was recognized for exceeding its income collection target for Fiscal Year 2024, achieving a collection rate of 100.29%. This award celebrates the university's proactive and efficient strategies in revenue generation and collection, which are vital for enhancing its fiscal autonomy and supporting its various academic and development initiatives.
The prestigious awards were received by the SLSU delegation led by Dr. Dewoowoogen P. Baclayon, Vice President for Administration and Finance; alongside Dr. Christine Alma Mae M. Daguplo, Finance Management Director; Mr. Leo Omamalin, University Planning and Development Director; and Mr. Robin Ariel F. Sumaya, Budget Officer III.
The Mid-Year Performance Dialogue, guided by DBM Circular Letter No. 2025-2, serves as a crucial platform for government agencies to review their financial and physical performance against set targets at the midpoint of the fiscal year. It emphasizes the national government's commitment to the principles of performance-informed budgeting, accountability for results, and the continuous improvement of public service delivery. SLSU’s triple victory is a clear indicator of its alignment with these national goals and its role as a benchmark for excellence in public administration.
