SLSU Bontoc, Catalyst for Smart and Secure Local Governance
In a strong demonstration of its extension mandate and commitment to community engagement, Southern Leyte State University–Bontoc Campus successfully conducts a comprehensive capacity-building program for the Local Government Unit (LGU) of Bontoc, equipping government personnel with essential skills in artificial intelligence (AI), digital content creation, website management, data privacy, and cybersecurity.

Held in two phases on April 24, 2024, and April 30, 2026, the training underscores SLSU–Bontoc’s growing role as a key driver of digital innovation in local governance, bridging academic expertise with practical government needs in an era of rapid technological change.
Focusing on AI at the core of modern government communication, the first phase of the program introduces participants to AI-driven digital content creation, marking a significant step toward modernizing LGU Bontoc’s online presence.
The session opens with a program orientation and a strong emphasis on digital transformation in public service. Subsequently, a resource lecture on Artificial Intelligence is delivered by Dr. Sherwin G. Caday of SLSU Bontoc, who provides a clear and accessible discussion on AI fundamentals and its transformative applications in public sector content development.

Participants then engage in an interactive workshop facilitated by Junnie Ryh M. Sumacot, where they explore AI-assisted tools for creating and enhancing digital content tailored for government platforms.
The afternoon sessions further deepen practical learning as Christine M. Makilang and Rexsal S. Toledo guide participants in producing actual digital outputs for the LGU Bontoc website. These collaborative workshops highlight not only technical skills but also creativity, efficiency, and adaptability in using emerging digital tools. The day concludes with an output presentation and open forum, where participants showcase their work and reflect on the role of AI in improving transparency and communication in local governance.
Building on the creative foundations of Day 1, SLSU–Bontoc continues its training on April 30, 2026, by shifting the focus toward the technical, legal, and security aspects of managing government websites. The session begins with a recap of outputs and a program overview facilitated by Christine M. Makilang, which ensures continuity and reinforces learning outcomes from the previous training.
Following this, a pivotal lecture on the Data Privacy Act (RA 10173) and LGU website compliance is delivered by Dr. Sherwin G. Caday, who emphasizes the critical responsibility of safeguarding personal information in government digital systems and ensuring adherence to national data protection standards. He further discusses network security and cyber risk management, highlighting the increasing importance of digital safeguards in protecting government platforms from evolving online threats.

Hands-on sessions follow, led by Rexsal S. Toledo and Makilang, where participants receive an orientation on the content management system (CMS), website structure, navigation, and publishing workflows. This training provides practical exposure to real-world website administration processes. In the afternoon, participants actively apply their learning by uploading and publishing articles and Canva-designed graphics developed during the first day. Outputs are carefully reviewed and refined to ensure accuracy, functionality, and compliance with technical and legal standards.
By strengthening digital governance through extension and innovation, SLSU–Bontoc plays a central role as the resource agency, providing expert facilitators, academic instruction, and technical guidance throughout both training phases.

The initiative reflects the university’s broader commitment to extension and community engagement, positioning SLSU–Bontoc as an active partner in strengthening digital governance at the local level. By integrating artificial intelligence, content development strategies, data privacy principles, and cybersecurity awareness, the training empowers LGU personnel to manage a more responsive, secure, and citizen-centered digital platform.
Ultimately, more than a technical workshop, the program represents a forward-looking investment in human capital—one that aligns local governance with the demands of the digital age.
