SLSU Secures Historic ₱199.175 Million Capital Outlay in FY 2026 GAA, Marking a Milestone in Infrastructure Development
Under the Fiscal Year (FY) 2026 General Appropriations Act (GAA), enacted on January 5, 2026, through Republic Act No. 12314, Southern Leyte State University (SLSU) has been allocated a total of ₱199.175 million for capital outlay or infrastructure projects funded by the national government. This landmark allocation represents an increase of nearly 600 percent compared to the University’s FY 2025 capital outlay, making it the largest infrastructure appropriation in SLSU’s history since its elevation to university status in 2004.
Now in its 21st year as a university, this unprecedented level of investment signals renewed national confidence in SLSU’s role as a driver of inclusive growth, regional development, and resilient, future-ready education in Southern Leyte and Eastern Visayas.
FY 2026 Capital Outlay Breakdown:
The ₱199.175 million capital outlay for FY 2026 will fund four (4) major infrastructure and equipment projects across SLSU’s campuses:
- Establishment of Upgraded Service Facilities for Animal Production, Research, and Integrated Agritourism Development (USFAPRIAD), Hinunangan Campus: ₱80,000,000.00
- Procurement of Essential Laboratory and Workshop Equipment for the Faculty of Engineering and Physics Laboratory, Main Campus: ₱79,175,000.00
- Construction of Campus Site Development, Maasin City Campus: ₱30,000,000.00
- Upgrading of Electrical System and Installation of Solar Power System, Tomas Oppus Campus: ₱10,000,000.00
These strategic investments come at a crucial time, strengthening the University’s recovery and resilience following the devastating impacts of Super Typhoon Odette (December 16, 2021), Typhoon Tino (November 4, 2025), and a series of high-magnitude earthquakes that affected the province in recent years.
Strengthening Agriculture, Research, and Agritourism: USFAPRIAD
The USFAPRIAD Program at SLSU–Hinunangan Campus is a flagship ₱80-million initiative aimed at modernizing animal production facilities, enhancing applied research, and advancing integrated agritourism development. Designed as both an academic and community-centered facility, USFAPRIAD supports sustainable food systems, rural employment, and agricultural innovation.
The program consists of five (5) major components:
- Upgraded Piggery with Laboratory Slaughterhouse: Introducing modern breeding, feeding, and management systems while serving as a hands-on training and research hub for students, farmers, and practitioners.
- Modern Poultry Production Facility and Portable Chicken Coop: Establishing efficient, research-enabled poultry systems that promote sustainable and scalable production practices.
- Upgraded Buffalo Shed House with Wallowing Lagoon: Enhancing animal welfare and productivity through climate-resilient and humane livestock facilities.
- Mini-Feed Mill Facility: Supporting local production of quality animal feeds while strengthening research, instruction, and community enterprise.
- Animal Rescue and Disease Diagnostic Laboratory: Providing state-of-the-art capabilities for animal welfare, disease surveillance, public health protection, and biosecurity.





Together, these components position SLSU as a regional leader in agricultural innovation and agritourism-based development.
Advancing Engineering Education through Modern Laboratories
The ₱79.175-million allocation for the procurement of essential laboratory and workshop equipment directly supports SLSU’s Faculty of Engineering and Physics Laboratory in securing and sustaining the Certificate of Program Compliance (COPC) from the Commission on Higher Education.
This investment benefits the following programs:
- BS Civil Engineering (BSCE): Surveying instruments, hydraulic testing equipment, and construction-related tools for real-world infrastructure applications.
- BS Mechanical Engineering (BSME): CNC machines, welding equipment, and fabrication tools are essential for manufacturing and design competencies.
- BS Electrical Engineering (BSEE): Power plant simulators, turbine trainers, and instrumentation systems aligned with modern power and renewable energy technologies.
- BS Computer Engineering (BSCPE): Circuit trainers, load simulators, and embedded systems equipment supporting electronics and control systems education.
Complementing these are upgraded Physics Laboratory tools, such as photogates, thermocouples, and dynamics carts, ensuring a strong foundation in scientific experimentation and inquiry.
Laying the Foundations of a New Campus: Maasin City Site Development
The ₱30-million Campus Site Development Project at SLSU–Maasin City Campus marks a transformative step toward establishing a permanent, purpose-built academic environment. Since its establishment in 2018 through Republic Act No. 11079, the campus has yet to receive national capital outlay support and currently operates within a commercial building under a Contract of Usufruct expiring in 2028.
This initial site development enables the University to finally activate its 7.0-hectare donated property from the City Government of Maasin, laying the groundwork for future academic buildings, student facilities, and innovation spaces designed specifically for higher education.

Powering Sustainability: Solar and Electrical System Upgrades
The ₱10-million Solar Power and Electrical System Upgrading Project at SLSU–Tomas Oppus Campus underscores the University’s commitment to energy efficiency, climate action, and operational resilience. By integrating solar power technology with modernized electrical systems, the project will reduce operating costs, stabilize power supply, and support uninterrupted academic and administrative functions—while advancing SLSU’s green and sustainable campus agenda.
