Research and Extension in 2015
Every month is a research engagement schedule for selected faculty members in Southern Leyte State University (SLSU) interested to join the monthly research writeshops with consultant Roberto Padua. In 2015, faculty members joined Padua’s research seminar writeshops on research journal publication, experimental designs, fractal statistical inference, data mining, theory development, simulation and modeling, anomaly detection and regression and path analysis.
SLSU also hosted a two-day Seminar-Writeshop Seminar-Workshop on Experimental Designs conducted by the Philippine Statistical Association on June 3-4. To widen dissemination of the research methodologies gained from monthly engagements with Roberto Padua, SLSU held its own series of research trainings handled by its trained faculty members: Data Mining using Minitab (April 10-11 at SLSU-Hinunangan), Fractal Training Re-Echo (April 30 – May 1 at SLSU-Tomas Oppus), Writeshop on Making a Terminal Report (May 12-13 at SLSU-Bontoc), and a 3 in 1 Training on Data Mining, Research and Extension Proposal Writeshop, and Publishing a Research Paper (October 28-30 at SLSU-Sogod).
SLSU also held a series of workshops for Geographic Information Systems (GIS)-based researches, conducted by Department of Science and Technology Balik Scientist Alejandro Tongco. GIS trainings were held in February for SLSU’s CHED-funded Marine Biodiversity Management in Sogod Bay research program, then in April – May for all interested faculty members from the five campuses. Trainings on the packaging and enhancement of the Marine Biodiversity research program scientific paper reports were also held in June by CHED’s Napoleon Juanillo and in December by University of San Carlos marine biologist Filipina Sotto.
For the invention side, SLSU is proud that a research study of one of its instructors, Rhoderick Malangsa, has been accepted for proposal hearing and funding by the Technology Application and Promotion Institute (TAPI) of the Department of Science and Technology. Both Malangsa and RDE Director Veronica Reoma attended the DOST-TAPI orientation in August.
SLSU also reaped awards for research in 2015. RDE-Sogod Director Veronica Reoma was given the Outstanding RDE Project Award in the Extension category for her paper University School on Air (USOA) as a Vehicle for Organic Agriculture and Sustainable Development in the 26th Joint ViCARP-RRDEN Regional RDE Symposium. The paper is based on SLSU’s extension activity School on the Air, a radio program on organic agriculture, which is sponsored by the Agricultural Training Institute and taps SLSU to host and lecture on organic agriculture for the program’s on-air students. SLSU was a host in the April 15-17 1st Multidisciplinary Paper Presentation on Fractals held at SLSU-Sogod. The research fora which made use of statistical fractal analysis, was participated by Naval State University and Leyte Normal University. SLSU garnered the 1st and 2nd place for best fractal researches. The paper from SLSU-Tomas Oppus won the first place, and SLSU-San Juan garnered the second place. A paper from Leyte Normal University got the third place in the paper competition.
When it hosted the Visayas Consortium for Agricultural and Resource Program (ViCARP)-Regional Research and Development (RRDEN) Cluster II RDE Review in August 5-6, SLSU won big after SLSU-Bontoc faculty member Homer de Dios got the first place in the Basic Research Category, in a fora judged by invited reviewers from DOST 8, DENR 8, Naval State University and Balik Scientist Alejandro Tongco.
SLSU also picked awards in the National Conference on Methodological Advances in Research jointly hosted by SLSU, Leyte Normal University and Naval State University. Researches from SLSU San-Juan got the 2nd place for Best Paper and Best Presenter. (See related article SLSU Co-Hosts National Conference on Methodological Advances).
SLSU produced two research journals for the year – the Journal of Science, Engineering and Technology (JSET), and the Journal of Educational and Human Resource Development. Both journals are peer-reviewed and CHED accredited journals. JEHRD publishes articles on engineering, science and technology while JEHRD publishes social science, management, public policy and education articles.

Almost monthly, the office of the Vice President for Research, Development and Extension held RDE Review and Evaluation activities for the research proposals and ongoing or completed research studies of SLSU’s five campuses. Research is one of the fourfold functions of state universities. Aside from bolstering SLSU’s research culture, the RDE Review and Evaluation was also geared for improving research studies for publication in SLSU’s two journals.
In the extension side, SLSU has collaborated with the DOST in connection with the Balik-Scientist program and non-government organization Worldfish, aside from the various academic and administration staff extension programs which were completed towards the end of the year.
Worldfish is a non-government research organization pioneering the Agricultural Aquatic Systems (AAS) program in its pilot areas in Sogod: Mac and Mahayahay, and then Maria Plana and Javier. Worldfish also spearheaded the revitalization effort of the abaca industry in Sogod. SLSU also held talks with German firm HMP Consulting, and the DTI on the potential of embarking on the production of coconut-based products for sale in Europe. SLSU also became the institution with the shortest application and fastest accreditation in becoming an Affiliated Renewable Energy Center (AREC). SLSU has an institutional extension program, the SLSU Hour radio program aired at DYSL Radyo Ng Bayan 104.7 FM. The RDE office hosts and brings guest to the program, in promoting SLSU programs and activities. SLSU Hour aired from 9:00 to 10:00 am and was hosted by RDE Director Veronica Reoma, and in the absence of Reoma, by DYSL newsman Ramon Fernandez Sr. and RDE research assistant Lieza Noelle Malinao.
Reoma, and RDE Extension Unit Head Nestor Morales and SLSU-Bontoc faculty members Noel Celeste and Evelyn Arceño led the conduct of the School-on-the-Air on Organic Vegetable Production aired at the SLSU Hour slot from June to October. The School-on-the-Air is sponsored by the Agricultural Training Institute of the Department of Agriculture.
The administrative and facilitative staff were the first to conduct PRAISE-related extension in upland barangay Milagroso, bringing with them a truckload of cardaba and abaca seedlings from the SLSU Tissue Culture Laboratory, for distribution to farmers in Brgy. Milagroso.
SLSU held two University Research and Extension Council Meeting (UREC), one in January, and one in September, to iron out matters in research and extension. Key changes include the new research and extension set-up with the new university structure to take effect in June 2016, undoing the former uniform PRAISE incentive, and revision of the RDE manual to correspond with the new university vision and mission.
