SLSU - MCC, LGU Macrohon's Liga ng mga Barangay signs MOA for KPCares partnership
Southern Leyte State University - Maasin City Campus and Liga ng mga Barangay of LGU Macrohon formally forged a partnership through the signing of a Memorandum of Agreement (MOA) for the extension project titled “Katarungang Pambarangay Capacity Advancement and Resolution Enhancement Towards Social Justice” (KPCARES) on March 30, 2026, at the SB Session Hall.
The meaningful program underscored a shared commitment to partnership, community development, and strengthened institutional collaboration, aimed at enhancing the capacities of barangay officials in delivering responsive and justice-oriented public service, reinforcing the institution’s commitment to knowledge, innovation, and service.

A warm and encouraging Welcome Message was delivered by Dr. Frederick C. Aniga, Campus Director, who emphasized the importance of strengthening ties between the university and local government units to promote sustainable community development.
The program proceeded with an Overview of the Project presented by Magdaleno T. Samaco Jr., DPA, Project Leader, who outlined the objectives, scope, and expected outcomes of the collaboration. His presentation highlighted the role of academic institutions in extending services beyond the classroom and into the community.
Following this, Norbella J. Roxas, Extension Coordinator, led the Presentation of the Memorandum of Agreement (MOA), clearly explaining the responsibilities and commitments of both parties involved. A significant highlight of the event was the MOA Signing Ceremony, symbolizing the formal partnership between Southern Leyte State University and the Liga ng mga Barangay. This milestone marks a shared commitment to community engagement, research extension, and grassroots development.
Messages of support and inspiration were then delivered by key leaders. Hon. Ivic C. Maitem, President of the Liga ng mga Barangay of Macrohon, expressed optimism about the collaboration’s impact on local governance and barangay-level initiatives.
Meanwhile, Dr. Jude A. Duarte, University President, reaffirmed the university’s dedication to empowering communities through education, research, and extension services.
The program concluded with Closing Remarks from Dr. Francis Ann R. Sy, Vice President for Research Innovation, Publication, And Extension Services (RIPES), who emphasized the importance of unity, collaboration, and sustained partnerships in achieving long-term development goals.
