SLSU-Hinunangan Holds Two-Day Training on Budget and Procurement Planning

Southern Leyte State University–Hinunangan Campus successfully conducted a two-day activity focused on budget deliberation and procurement planning, equipping faculty and staff with essential skills to align financial management with institutional goals. The event took place on September 15–16, 2025, at the Multipurpose Academic Building.

The first day featured budget deliberations led by Campus Budget Officer Ms. Azila M. Marucot, followed by a presentation of the new Project Procurement Management Plan (PPMP) and procurement documents by Mr. Ariel Quintana, BAC Secretariat/Procurement Staff. The day concluded with an open forum, where faculty and staff raised clarifications on the new processes to ensure transparency and accuracy in planning.

Day two centered on a training workshop designed to strengthen end-users’ capacity in formulating PPMPs and Annual Procurement Plans (APPs) through the Procurement Management Information System (PMIS). Mr. Robin Ariel Sumaya, Budget Officer III, provided a briefing on the 2026 budget and later facilitated the hands-on session on the use of PMIS. Mr. Reymark Cativo, BAC Secretary, also discussed the different modes of procurement. The activity culminated in the presentation of outputs by various units and departments, ensuring that participants applied their learnings in real-time.

According to Mr. Sumaya, “Capacity-building in procurement is not just a compliance measure; it is a way of ensuring that every peso is maximized for programs that directly benefit our students and stakeholders.”

The initiative emphasized the university’s commitment to good governance, accountability, and transparency—principles that directly support the United Nations Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education), SDG 12 (Responsible Consumption and Production), and SDG 16 (Peace, Justice, and Strong Institutions).

The two-day activity was attended by the faculty and staff of SLSU-Hinunangan Campus, who serve as end-users in the procurement process. Through the training, participants were better equipped to craft realistic, needs-based budgets and procurement plans that align with the campus’s academic and operational priorities.

By integrating sustainability and accountability into financial and procurement planning, SLSU-Hinunangan continues to strengthen its role as a learning institution responsive to both local needs and global development agendas.
