SLSU convenes University-wide orientation for FY 2024 Performance-Based Bonus compliance
Southern Leyte State University conducted a University-wide Preparatory/Coordination Meeting-cum-Orientation on the Fiscal Year 2024 Performance-Based Bonus (PBB) on July 8, 2026, bringing together key officials and personnel from across its six campuses to ensure timely, accurate, and coordinated compliance with the national guidelines on the grant of the FY 2024 PBB.
The activity was convened in preparation for the submission of SLSU’s performance and compliance reports pursuant to Executive Order No. 61, s. 2024 and Technical Working Group Memorandum Circular No. 2026-1 dated July 3, 2026, which provides the guidelines for the grant of the FY 2024 Performance-Based Bonus. The orientation was held via Google Meet and was participated in by concerned officials and personnel, including Vice Presidents, Campus Directors, Faculty Deans, administrative and finance personnel, planning officers, procurement officers, ARTA focal persons, quality assurance personnel, research and extension heads, registrars, records officers, human resource management officers, and other key offices involved in the University’s PBB compliance.
The orientation discussed the four dimensions of accountability under the FY 2024 PBB framework, namely Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results. Under the official PBB guidelines, an agency’s eligibility for the FY 2024 PBB depends on its overall score in these dimensions, with at least 70 points required for eligibility. The guidelines also provide that agency accountabilities shall be considered in determining the eligibility of responsible units and individuals.

During the meeting-cum-orientation, participants were briefed on the specific documentary requirements, means of verification, responsible offices, submission procedures, and prescribed timelines for each accountability dimension. The discussion also emphasized the need to submit complete and properly supported documents within the required period, as the FY 2024 PBB guidelines require SUCs to submit necessary performance reports and other compliance documents within twenty (20) calendar days from the effectivity of the Memorandum Circular.
A major result of the activity was the strategic organization of Technical Working Groups and working committees that will take charge of the University’s compliance requirements. Through OP Memorandum Order No. 165, series of 2026, SLSU formally created the working committees responsible for facilitating and submitting the University’s FY 2024 PBB compliance requirements. The committees cover the major areas of Performance Results, Process Results, Financial Results, Citizen/Client Satisfaction Results, and the applicable agency accountability requirements.

For Performance Results, the working committees were assigned to gather and validate documents for the University’s Congress-approved performance indicators under Higher Education, Advanced Education, Research, and Technical Advisory Extension programs. These include reports and evidence on licensure performance, graduate employment, priority program enrollment, program accreditation, graduate education, research outputs, extension partnerships, trainees, extension programs, and beneficiary satisfaction.
For Process Results, the orientation highlighted the requirement to comply with ARTA’s Online Modified Form A and to document process improvements aligned with the FY 2024 PBB Process Results criterion. The official guidelines require agencies to demonstrate at least 15% improvement in a nominated critical service through measurable improvements such as reduced processing time, steps, requirements, transaction cost, or increased access to service.
For Financial Results, the University discussed the preparation of reports for State Universities and Colleges, including the required forms under the PBB guidelines. Financial Results assess the agency’s efficiency in utilizing available cash resources through the Disbursement Budget Utilization Rate, with SUCs required to report relevant financial accomplishments and earmarked income using the prescribed templates.
For Citizen/Client Satisfaction Results, the activity underscored the importance of resolving complaints and grievances reported through Hotline #8888 and the Contact Center ng Bayan (CCB). The guidelines require agencies to ensure the resolution of complaints and compliance with the prescribed 72-hour period for taking action on reported concerns.

The meeting also covered the eleven applicable agency accountability requirements for SLSU, including the updating of the Transparency Seal, sustained compliance with audit findings, compliance with the Freedom of Information Program, SALN-related requirements, PhilGEPS posting requirements, procurement planning reports, APCPI reporting, Early Procurement Activities certification, CART designation, and implementation of the harmonized Client Satisfaction Measurement. These accountabilities form part of the University’s compliance obligations under the FY 2024 PBB cycle.
In the Fiscal Year 2023 PBB cycle, Southern Leyte State University was found eligible for the grant of the Performance-Based Bonus after attaining a score of 14 or 70 points. Building on this accomplishment, the University aims to further strengthen its internal coordination, documentation, monitoring, and accountability mechanisms for the FY 2024 cycle.
Through this preparatory and coordination orientation, SLSU reaffirmed its commitment to performance excellence, accountability, transparency, timely compliance, and good governance. The University recognizes that PBB compliance is not merely a reportorial exercise, but a reflection of institutional discipline, inter-office collaboration, and shared responsibility in delivering quality public service across all campuses.
