SLSU streamlines procurement processes under NGPA, Ease of Doing Business Principles

Southern Leyte State University drives its procurement streamlining initiative forward following last July 13, 2026 workshop at the VPAF Conference Room, SLSU–Sogod Campus, advancing the University’s continuing efforts to improve procurement efficiency, strengthen compliance with the New Government Procurement Act (NGPA) or Republic Act No. 12009 and its Implementing Rules and Regulations, and support the ease of doing business across its campuses. 

The initiative brings together procurement personnel and key support staff from the different campuses of the University, including Mary Melody Hinay, BAC Secretariat of the San Juan Campus; Gilda R. Tumanda, Procurement Officer of the San Juan Campus; Rissa Fe M. Yuag, Procurement Officer/BAC Secretariat of the Tomas Oppus Campus; Giebert G. Olais, Procurement Officer of the Bontoc Campus; Leonizza D. Dacut, Procurement Officer of the Sogod Campus; Ariel R. Quintana, Procurement Officer/BAC Secretariat of the Hinunangan Campus; Mailen L. Gonzales, Procurement Officer of the Maasin City Campus; and Angiebel P. Enaya-Bihag, Internal Auditor III. 

Mr. Leo A. Omamalin, Supervising Administrative Officer for Administration and a GPPB-recognized trainer, leads the facilitation process. The workshop focuses on reviewing, improving, and streamlining the process flow for the procurement of Non-Common Use Supplies and Equipment (Non-CSE), as well as the procurement of Common-Use Supplies and Equipment (CSE) not available at the Procurement Service–Department of Budget and Management (PS-DBM). 

The streamlining initiative specifically covers procurement activities undertaken through modalities other than Competitive Bidding, Competitive Dialogue, Limited Source Bidding, and Unsolicited Offer with Bid Matching. Through this session, participants examine existing procedures, identify areas for improvement, and work toward simplifying documentation and reducing processing time while ensuring continued compliance with procurement rules and accountability standards. 

Among the major outputs of the workshop, the university rolls out enhanced templates for the Request for Quotation (RFQ). The improved RFQ template incorporates key procurement components, including the Checklist of Documentary Requirements, Instructions to Bidders/Suppliers/Contractors/Consultants, Terms and Conditions, Technical Specifications/Schedule of Requirements, Special or Project-Specific Conditions, Financial Offer/Price Schedule, and other relevant procurement details.

Participants also enhance the Abstract of Quotation by embedding the BAC Resolution for the award of contract, making the document more integrated, practical, and responsive to procurement processing requirements. In addition, the group crafts a streamlined procurement process flow that reflects a significant reduction in the procurement processing timeline. 

The activity aligns with the Implementing Rules and Regulations of the NGPA or Republic Act No. 12009, which promotes fit-for-purpose, efficient, transparent, and accountable procurement. It also supports the principles of the Ease of Doing Business Act, particularly the adoption of ease-of-transaction initiatives such as process reengineering, streamlining, digitalization, technological applications, and other process innovations that reduce processing time, steps, documentary requirements, and transaction costs. 

Through this workshop, SLSU continues to strengthen its internal procurement systems by ensuring that procurement personnel across campuses utilize harmonized templates, clear process flows, and updated documentary requirements. The initiative also reinforces the important role of procurement offices, BAC Secretariats, and internal audit in promoting timely, transparent, and compliant procurement transactions. 

The workshop reflects Southern Leyte State University’s commitment to accountable, transparent, efficient, and responsive procurement operations across its campuses, in support of better public service delivery and the responsible use of government resources.
