SLSU Undergoes Mid-Term Review as PRIME-HRM Bronze Awardee

On March 27, 2026, Southern Leyte State University (SLSU) conducted its Mid-Term Review (MTR) under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), reaffirming its commitment to sustaining high standards in human resource management.

SLSU proudly holds the distinction as a PRIME-HRM Bronze Awardee, being the first institution in the Province of Southern Leyte to receive such recognition. Moreover, the University is among the seven pioneering government agencies in Region VIII conferred with the PRIME-HRM Bronze Award during the 2017–2018 awarding cycle. This recognition underscores SLSU’s strong foundation in merit-based systems and its continued pursuit of excellence in human resource management.

The Mid-Term Review serves as a compliance mechanism conducted every three years for agencies with accredited or deregulated status. Its primary purpose is to ensure continued adherence to Civil Service Commission (CSC) standards while promoting continuous improvement in HR systems. The review covers the four core human resource areas: Recruitment, Learning and Development, Performance Management, and Rewards and Recognition, as well as specific systems for accreditation awardees.

The review was conducted by the CSC Field Office through a comprehensive process involving document validation and interviews. Agencies due for review are first identified by the Human Resource Policy and Standards Office (HRPSO), which notifies the CSC Regional Offices by January 31. In preparation, SLSU uploaded updated evidence and documentary requirements to a shared online platform for evaluation.
As part of the validation process, Mr. Richmond A. Sanglay, Senior Human Resource Specialist, led the assessment of the accomplished MTR Checklist through an in-depth interview with the University. The activity was actively participated in by all Human Resource Management Officers (HRMOs) from SLSU’s six campuses, members of the Human Resource Merit Promotion and Selection Board (HRMPSB), and committees representing the four HR pillars.

During the day of validation, a courtesy call was also conducted with the University President, Dr. Jude A. Duarte together with the Vice President Administration and Finance, Dr. Christine Alma Mae. M. Daguplo and Officer-in-charge Chief Administrative Officer for Administrative Division, Mr. Leo A. Omamalin, signifying the institution’s strong leadership support and commitment to the PRIME-HRM program. The engagement highlighted the administration’s active role in ensuring that human resource systems are aligned with national standards and geared toward continuous organizational improvement.

The results of the Mid-Term Review determine whether an agency maintains its HR maturity level. Agencies that remain compliant retain their status, while those with identified gaps are provided with technical assistance and required to undergo reassessment within six months. Continued non-compliance may result in the revocation of accreditation or deregulated status.

Through this undertaking, SLSU continues to uphold its reputation as a trailblazer in Southern Leyte and a leading institution in Region VIII, demonstrating unwavering commitment to meritocracy, transparency, and excellence in public service.
