SLSU Launches Electronic Appearance Certification (e-ACer) System, Advancing Smart and Green Governance
Southern Leyte State University formally launched its Electronic Appearance Certification (e-ACer) System during a University-wide users’ orientation conducted on January 16, 2026, at 10:00 AM via Zoom. The activity marked a major milestone in the University’s digital transformation efforts, introducing a secure, paperless, and efficient platform for the issuance of Certificates of Appearance across all campuses.
The e-ACer System was proposed by the Office of the Supervising Administrative Officer for Administration and developed internally by the University Information Systems and Analytics (UISA), highlighting SLSU’s strong institutional capacity for in-house digital innovation. The proposal was approved by the Board of Regents on July 14, 2025, through Resolution No. 64, series of 2025, authorizing its University-wide implementation.
The launching and orientation were attended by key University officials and frontline administrative personnel across campuses, including Vice-President for Administration and Finance, Dr. Christine Alma Mae M. Daguplo, Campus Directors, administrative officers and clerks from all campuses, as well as the system developers and implementers from UISA. The broad participation underscored the system’s institutional importance and its direct relevance to daily administrative operations.
In her opening remarks, Dr. Daguplo emphasized the strategic value of the initiative, stating: “What we launch today is not merely a system, but a reflection of our commitment to progress and innovation. This system is our concrete response to long-standing operational challenges such as manual processes, delays, and excessive paper use… Every certificate issued digitally is a small but meaningful step toward reducing our environmental footprint and strengthening a culture of sustainability within the University.”
The program featured an overview of the e-ACer System delivered by Mr. Leo A. Omamalin, Supervising Administrative Officer for Administration, who discussed its background, objectives, and policy approval. This was followed by a live system demonstration led by Mr. Francis Rey F. Padao, Director of UISA, and Mr. Nestnie D. Honrada, Information Technology Officer I, who presented the step-by-step process, key features, and verification mechanisms.

The e-ACer System features a web-based, 24/7 accessible platform secured through email authentication. It allows requestors to submit individual or batch applications under an approved Travel Order. The system generates a digitally signed Certificate of Appearance embedded with a QR code, timestamped issuance date, and reference number, ensuring authenticity, traceability, and protection against fraud. The system also integrates a Client Satisfaction Measurement (CSM) tool prior to certificate download and provides administrative dashboards and audit logs for monitoring and compliance.

An open forum allowed participants to raise questions and clarify operational concerns, ensuring readiness for full implementation. With the launch of e-ACer, Southern Leyte State University strengthens its commitment to transparent, efficient, and environmentally responsible public service delivery, positioning the system as a scalable model for future digital innovations within and beyond the University.
